On 24 October 2023, the Czech Republic hosted the 2nd Parliamentary Summit of the International Crimea Platform. The Summit was attended by representatives of national parliaments and parliamentary assemblies of international organizations from 51 countries and 5 continents at the invitation of the Speaker of the Chamber of Deputies of the Parliament of the Czech Republic Markéta Pekarová Adamová and the Speaker of the Verkhovna Rada of Ukraine Ruslan Stefanchuk.
In their contributions, all participants unequivocally condemned Russia’s aggression against Ukraine and agreed on the need to restore its territorial integrity within internationally recognised borders, including the Crimean Peninsula. They also unequivocally condemned the negative impact of the illegal Russian occupation of Crimea and other parts of Ukraine on global energy and food security, and on the human rights of the inhabitants of the occupied regions. They also paid special attention to the issue of displaced Ukrainian children taken to Russia, Belarus, or Russian-occupied territories.
The International Crimea Platform was established in the summer of 2021 on the initiative of President Volodymyr Zelenskyy and aims to bring together and coordinate all existing national and international efforts to de-occupy the Crimean Peninsula. The Platform serves as a coordinating and consultative forum for government representatives, Members of Parliaments, and leading experts, and focuses on five priority areas: 1. the politics of non-recognition, 2. sanctions, 3. human rights, 4. security and freedom of navigation, and 5. the economic and environmental consequences of Russia’s temporary occupation of the Crimean Peninsula. It also aims to raise international awareness of Russia’s 2014 attempted annexation of Crimea and its consequences, including human rights violations and oppression in Crimea.
As a result of the Summit, a Joint Declaration was adopted in which all participants addressed the above-mentioned points, including the ongoing political persecution of the Crimean Tatars and the suppression of their national identity, the continuing Russian militarisation of the Crimean Peninsula, the Russia’s unilateral decision to suspend its participation in the Black Sea Grain Initiative, and the Russia’s Black Sea blockade. In the Joint Declaration, the Summit participants also expressed their intention to continue to provide Ukraine with all possible support in its war efforts and in the country’s post-war reconstruction, to assist Ukraine during the process of accession to the European Union, and to support international criminal investigations into war crimes committed by Russia in the occupied territories of Ukraine.
